Background

Gavi has established the CCE Optimization Platform to support countries to improve their cold chain systems, complement efforts to strengthen other supply chain strategy and contribute to efforts to sustainably strengthen the coverage and equity of immunization. The platform aims to:

  • accelerate the upgrading of existing equipment through the deployment of higher-performing, innovative devices to health facilities in Gavi-supported countries;
  • extend appropriate cold chain devices into health facilities which have no equipment to improve the capacity of these health facilities to reach underserved populations/areas;
  • incentivize better management and maintenance of CCE;
  • make supply chains more efficient and effective through the use of equipment that is better adapted to needs; and
  • amplify country progress on the other supply chain strategy : supply chain managers, data for management, optimized distribution system design and continuous improvement planning.
  • The CCE Optimization Platform will contribute to efforts to make vaccine supply chains more effective, efficient and sustainable. This will in turn help the Alliance to progress towards its 2020 goal of immunizing children.

    Kyrgyzstan has applied to CCEOP platform GAVI. Upon the decision should be initiated the process of development of Operational Deployment plan. UNICEF will work with MOH and other in-country partners to finalize the detailed operational deployment plan. This plan should complement the strategic deployment plan, which is already developed and include details such as the expected timeline and proof of country efforts and readiness to receive the requested equipment in a timely fashion, as well as facilitate distribution and installation.

    Later this operational deployment plans should be submitted to UNICEF-SD and the GAVI Secretariat.

    Purpose and objectives

    In line with activities planned 2018-2019,

    The objective of the Consultancy is:

    The purpose of the assignment is contribution to the development of Operational Deployment plan, timely custom clearance and installation of cold chain equipment according to the plan within Kyrgyzstan CCEOP application.

    Objectives:

    Consultancy includes the following key objectives:

  • Participate in the working group established by the MOH to develop Operational Deployment plan, implement it according to the plans;
  • To contribute to the development of technical agreement between MOH and custom office for smooth clearance of all supplies to be received either through HSS or CCEOP grant;
  • ÂRisk mapping and development of risk management strategy.
  • development of deviation protocol;
  • ÂStake holder mapping exercise and identifying communication strategy.
  • ÂIdentification of local service providers
  • To organize and provide technical support in customs clearance, delivery, installation and operationalization of cold chain equipment in the selected cold chain and health facilities;
  • To coordinate and monitor proper installation of equipment according to the plan;
  • Facilitate capacity building of relevant stakeholders in procurement and logistics;
  • Advocacy and close communication with partners involved into CCEOP implementation.
  • REPORTING STRUCTURE

    The Consultant will report to the Operations Manager and will be working closely with the Supply & Logistics Officer and Health section.

    The supervisor will regularly communicate with the consultant and provide formats for reports, feedback and guidance on his/her performance and all other necessary support so to achieve objectives of the consultancy, as well as remain aware of any upcoming issues related to consultant's performance and quality of work.

    Start day of assignment is 29 January 2018.

    Duration of the assignment is 11 months.

    Performance indicators:

    Consultant's performance will be evaluated based on the following indicators:

  • Completion of tasks and deliverables specified in the ToR;
  • Good quality of briefs, analysis, reports submitted;
  • Initiative, independence, due diligence, timeliness of deliverables;
  • Highest professional standards of work with national counterparts, including the Government of Kyrgyzstan, WHO and UNICEF.
  • Duration and official travel involved

    Bishkek, Kyrgyzstan. It is envisaged that the incumbent will have 5 travel days within the country out of 22 working days within each 2month of assignment.

    Bishkek, Kyrgyzstan including travel to the fields (as above). Consultant is expected to indicate the DSA rates to travel to the regions above.

    If UNICEF determines that the Consultant needs to travel in order to perform his or her assignment that travel shall be specified in the contract and the Consultant's travel costs shall be set out in the contract. In cases where travel costs have not been set out in the individual contract, the consultant is expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the appropriate Operations / Human Resources manager.

    Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting division or office, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

    Daily subsistence allowance costs during field visits will be calculated in line with Interoffice memo on harmonized inter oblast DSA rates recommended for project personnel, local consultants, experts and national implementing partners.

    Estimated budget:

    To be proposed by an applicant. The consultant will be selected based on the best value for money approach.

    The fee will be paid by UNICEF upon provision of the deliverables outlined above along with the mid-term/final report (s) submission and the invoice provided by the consultant. UNICEF will pay the travel lump sum through bank transfer.

    Qualification requirements

    Education

  • Bachelor degree in Supply/Logistics, or administration and logistics, finance or IT;
  • Professional experience

  • Minimum three years of experience in procurement and in-country logistics;
  • Good knowledge of local custom clearance processes, knowledge of custom clearance of vaccine, vaccine related or medical products is asset;
  • Experience of working with the MOH or SES will be an asset
  • Experience of working with UNICEF or other UN agencies will be an asset;
  • Fluent spoken and written local languages as English, Russian and Kyrgyz.

    Consultant will be physically working from the office space provided by Republican Immunization centre.
