Evaluation Team Leader, USAID/ Kyrgyz Republic CDCS DO1 Evaluation, Inclusive and Accountable Democracy, Kyrgyz Republic

Proposal Objective:

SI is responding to a Task Order under the USAID/Asia Learning, M&E Support project to perform the CDCS Development Objective 1 Evaluation, Inclusive and Accountable Democracy for the USAID/Mission in the Kyrgyz Republic. The evaluation will determine the extent to which USAID/Kyrgyz Republic has made progress toward achieving the first Development Objective (DO 1) “Inclusive and Accountable Democracy” of its current Country Development Cooperation Strategy. Secondarily, seek evidence on the event to which the theory of change underpinning USAID/KR’s strategic approach toward achieving DO 1 is valid. The period of performance of this evaluation is anticipated to be 12 weeks beginning in March 2018.

Position Description:

SI is seeking an Evaluation Team Leader to lead the evaluation and to serve as the primary coordinator with USAID. The Team Leader will oversee the overall drafting of the evaluation framework, including methodology determinations; organization of calendar/travel/meetings; oversee the desk study, interviews, and other data collection; and analyze the data with input from team members and USAID/Kyrgyz Republic to draft and finalize the evaluation report. Work is expected to take place remotely and in Bishkek. There may be some additional travel to Osh Oblast and other regions, as necessary.

Responsibilities:

  • Provide leadership for the team and coordinate activities as necessary.
  • Ensure overall quality and responsiveness of the evaluation and compliance with USAID’s evaluation policy.
  • Serve as the main point of contact between USAID/Kyrgyz Republic, and stakeholders.
  • Perform desk review and identify additional information required for analysis.
  • Provide technical expertise and lead efforts in evaluation design, methodology, and data collection instruments.
  • Schedule and interview key stakeholders including judges, other judicial officials, civil society leaders, human rights defenders, journalists, political party members, etc...
  • Coordinate team's ongoing analysis of quantitative and qualitative data.
  • Lead the preparation and presentation of the key findings and recommendations to USAID/Kyrgyz Republic.
  • Taking into consideration of feedback from the preliminary findings presentations, the team leader is responsible for writing the draft evaluation report, with support from team members.
  • Respond to USAID comments on the draft report and submit a final report to USAID.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.

Qualifications:

  • Advanced degree in a relevant discipline and a minimum of 12 years of experience OR a Ph.D. in a relevant field and eight years of experience in rule of law, human rights, civil society strengthening, electoral and political processes, and/or media development.
  • Extensive experience to lead evaluation teams to finalize the evaluation design, coordinate activities, arrange meetings, consolidate individual input from team members, and coordinate the process of assembling the final report including recommendations.
  • Ability to lead a diverse team of technical and management experts and to interface with various stakeholders ranging from government to non-government organizations, donors and beneficiaries.
  • Experience in Kyrgyz Republic is highly preferred.
  • Demonstrated understanding of USAID evaluation policy is preferred
  • Fluency in English required; proficiency in Russian and Kyrgyz is highly preferred.
