1. Objective/purpose of the consultancy/services
The objective of the consultancy is to strengthen and expand the monitoring process of ARV treatment for children living with HIV using mobile technologies.
This consultancy is directly linked with tool previously developed for monitoring of ARV treatment among children living with HIV. It’s mobile application designed for Android based phones, which links phones to the server installed in RC AIDS and allows medical workers to monitor treatment process of the patients in online mode. Given assignment requires several tasks, mainly strengthening and expanding existing tool, with several options described in the “Scope of work and key tasks” Section.
2. Background
In 2015 UNICEF in partnership with local branch of Goggle Developers Group conducted 3 day Hackathon event, “Technologies for Children”. During the event IT community supported UNICEF partners in different issues, helping them to find solutions using modern technologies. Among tasks were:
Project on monitoring of ARV treatment among children living with HIV was piloted in 2015 in partnership with Osh AIDS Center. Within the project AIDS center developed mobile application which helps medical professionals to monitor the treatment process of their clients. Mobile application linked smartphones of clients with server located in RC AIDS. Doctors entered information on their clients into the system and prescribed ARV regiments with timing. Due to the timing server starts to send notifications to the phones of the clients to take the pills. To make the process more interactive developers designed application as a toy, each time client take the medication, client should play or feed the personage. All this actions impact on the happiness of the personage, and registered in the server part of the programme. Doctors using their login and password had an opportunity to see latest activity of their clients, do they take the ARV medicine in time or not.
3. Scope of work and key tasks
Deliverable 1. Improve system menu of the programme (FAQ, SMS notifications “service provider – client”, Emergency call to doctor, Feedback – client-doctor-client);
Deliverable 2. Expanding and improving functionality of the games (2 mini-games, happiness indicator, points, sounds, characteristics of the game personages);
Deliverable 3. Optimization of project (optimization of application, improvement of UI/UX panel administration)
Deliverable 4. Improvement of Admin Panel (possibility to export reports into Excel, visual statistics etc.)

SMS notifications from doctor
Doctors can send SMS notifications to their clients (information on vaccination, testing etc.). Clients can’t answer to the messages.
Emergency call to doctor
Emergency call to doctor, number of doctor is linked to the mobile phone of the client.
Feedback
Clients have an opportunity to connect with doctors through their mobile phones, doctors can leave messages and their answers to their clients through admin panel.
Expanding and improving functionality of the games
Points
Points (coins), could be used to upgrade the personages in the gaming process, possibility to buy new equipment, skins etc.
Sounds
All actions within application should be accompanied with sound.
Mini-games
To add 2-3 mini games, which will entertain the users and will impact on happiness indicator of game personage.
Happiness indicator
Include new indicator (except health, level). Happiness indicator will be linked to the mini-games.
Optimization of project
Optimization of the application
Functionality of the application should be optimized for the OS of clients mobile phones (phones with low operating capacity)
Improvement of UI/UX
Improve interface and user friendliness of the admin panel.
Improvement of Admin Panel
Possibility to export reports into Excel
Add possibility to export reports into MS Excel.
Visualization of the statistic
Visual table with medications process for week, month and year.
5.Duration
December 5, 2017 – February 25, 2018
6. Duty station and official travel involved
Consultants’ expected duty station is Bishkek.
If UNICEF determines that the Consultant needs to travel in order to perform his or her assignment that travel shall be specified in the contract and the Consultant’s travel costs shall be set out in the contract. In cases where travel costs have not been set out in the individual contract, the consultant and individual contractors are expected to submit, within ten days of completion of a specific travel, a voucher for reimbursement of travel expenses to the appropriate Operations / Human Resources manager.
Reimbursements shall only be processed if travel was duly authorized in the individual contract or by an authorized manager of the contracting division or office, in writing and prior to the travel. Consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
